JOB DESCRIPTION:NORC at the University of Chicago seeks a Senior Research Scientist to join our International Programs Department (INPRO.) The Senior Research Scientist will play a lead role in designing and implementing evaluation projects and data collection and analysis activities. They will also work closely with NORC---s senior project directors and statisticians on various tasks related to NORC---s international evaluation, research, and survey projects.As a condition of employment, all NORC employees and contractors --- including those working remotely - must be fully vaccinated to comply with the Executive Order issued by President Biden on September 9, 2021.DEPARTMENT: INTERNATIONAL PROGRAMS INPRO was established in 2005, and works on performance monitoring, impact and performance evaluations, surveys, and qualitative data collection, learning and supporting the use of evidence throughout the developing world. Our research covers a range of sectors including education and training, child and youth well-being, democracy and governance, agriculture, water and sanitation, infrastructure, housing, finance, and health. We provide support to international donors in learning and promoting use of evidence. Since its establishment INPRO has implemented projects in more than 90 countries, in Africa, Asia, MENA, Latin America and the Caribbean, and Eastern Europe and Eurasia.--RESPONSIBILITIES:

  • Manage mixed methods evaluations, primary research and associated data collection.
  • Lead or support the design and implementation of evaluation projects, monitoring, evaluation, and learning (MEL) projects, and data collection and analysis activities.
  • Oversee and liaise with consultants, academic experts and local data collection firms
  • Lead or support the design of survey instruments and training materials, coordination of and assistance to interviewer training activities, and sample design and selection.
  • Conduct or oversee data quality reviews of survey data with detailed documentation of results, and analysis of primary and secondary data (quantitative and qualitative) including preparation of reports, memos, and tables/graphs of findings.
  • Mentor junior colleagues to ensure their professional development.
  • Participate in the recruitment of new staff or supervise staff.
  • Lead business development efforts, including contributing to technical sections; manage proposals, coordinating all components of a proposal, including identifying consultants and local subcontractors.
  • Engage in activities to cultivate clients and build new business relationships
  • Represent the company's expertise in a specific research or policy area through technical communications, testimony, scholarly publications, and conferences.
  • Engage in external thought leadership activities
  • Participate in corporate-level initiatives
  • The position will require occasional international travel and offers an opportunity to gain first-hand management and field experience.REQUIRED SKILLS:
    • Master---s Degree in social sciences; training in Economics, international affairs, or public policy is a plus.
    • Experience with one or more of the following areas:
      • vulnerable populations (Human Trafficking, Modern Slavery, Gender Based Violence, and at-risk Migration)
      • democracy and governance
      • Monitoring, Evaluation, and Learning (MEL)
      • At least 9 years of work experience including:
        • Experience working on research and evaluation projects. Experience with quasi-experimental and experimental research design studies or deep MEL expertise preferred.
        • Experience conducting surveys (questionnaire development, interviewer training, field management) and/or qualitative data collection (focus groups, key informant interviews)
        • Experience working with large quantitative datasets and/or qualitative data, and conducting data management, data quality review and data analysis
        • Experience managing research projects including development of workplans, tracking progress on specific tasks and communicating deadlines to team members.
        • Strong understanding of all aspects of performance monitoring, including developing logic models, designing indicators, overseeing data collection and data analysis
        • Familiarity with USAID MEL systems, processes, and frameworks
        • A strong foundation in quantitative and/or qualitative research methods, and demonstrated experience designing and leading research studies
        • Demonstrated business development skills
        • Excellent written and oral communication skills, including experience interacting with government and other high-level stakeholders in developing countries and the ability to translate research to a policy audience
        • Managerial, leadership, and interpersonal skills to lead inter-disciplinary, cross-national project team
        • Fluency in French or Spanish is desirable as is experience in the design and oversight of sampling and data collection efforts in developing countries.
        • International work experience, preferably in developing countries.
