Job Description:
Provides COMPASS government financial, contracting, and
administrative support to the Defense Health Agency (DHA), staff
organizations, and more than 200 Army/Navy/Air Force Military
Treatment Facilities (MTF) as part of Enterprise Portfolio
Management and Monitoring Services (EPMMS). COMPASS Team manages up
to 10,000 contracts. Works with limited supervision as part of
larger COMPASS team supporting all general COMPASS task
categories-data extraction, data entry, initial data analyses, data
cleansing and correction, 1st level quality control, training,
human capital management, workflow management, and reporting.
Supports EPMMS Program Manager (PM), Alternate PM (Alt-PM), and
other COMPASS team members ensure accuracy and timeliness of data
submissions. Uses multiple government contracting and financial
systems to extract, validate, and reconcile data and completes
analyses to assist the customer with business practice improvements
including identification of potential deobligations. Consolidates
and aggregates data by site, headquarter, market, and/or region.
Inputs data into COMPASS, identifying gaps in automated interface,
and completes manual data entry to complete record. Completes 1st
level quality control (QC), identifying and documenting errors to
the EPMMS PM, Alt-PM, and/or consulting staff. Performs initial
unliquidated obligation analyses, for assigned sites, updating
deobligations results in site specific workbooks. May support
COMPASS human capital management (HCM) module and workflow data
entry. Utilizes critical thinking skills to identify problem areas
to the consulting staff to determine problem resolution. Provides
training to Government staff, demonstrating COMPASS capabilities,
available standard reports, search and sort actions, and other
COMPASS functionality. May be detailed to support COMPASS projects
in similar role. Travel may be required. Minimum Qualifications ---
Associates and 3 (three years') experience working in government
finance or contracting field; 4 years' direct experience in field
may be substituted in lieu of degree. Bachelor's degree desired.
--- CDFM or similar certification desired. --- Must have
demonstrated knowledge of financial or contract management
information systems such as GFEBS, WAWF, EDA, CRIS, DEAMS, ABSS,
STARS, or similar Government systems. Must meet the eligibility
requirements for a US government issued security clearance. Must
provide proof of COVID-19 Vaccination. This contractor and
subcontractor shall abide by the requirements of 41 CFR 60-1.4(a),
60-300.5(a) and 60-741.5(a). These regulations prohibit
