and Work-Life Flexibility Position Summary / Objective: The
Director of Proposals has overall responsibility for proposal
development and leadership of the Proposal Team. Leads and supports
the Proposal Development process to ensure the company prepares and
submits compliant and compelling proposals. Leads all elements such
as graphics support, writing coordination, formatting, creation of
proposal artifacts, and preparation of final documents for reviews
and submittals. Supports Business Development and Capture, market
research, client engagement, and partner engagement. Essential

Oversees Prime and Subcontract proposal efforts Supports the
Business Development Staff and Capture Process Supervises the
Proposal Managers, Proposal Coordinators, Graphics Team, Prepares
and maintains schedules and meeting notices Coordinates internal
and team meetings Prepares templates for proposal development
including volume templates, resume templates, past performance
templates, and others Conducts research into SOW topics and RFP
requirements Coordinates questions for submittal during proposal
development Prepares responses to Market Surveys, RFIs, Sources
Sought requests Applies best practices to proposal development
process Drafts proposal graphics using PowerPoint, Visio, or other
approved graphics software Drafts technical and non-technical
content for proposal development. Trains Proposal Staff in their
duties as Proposal Manager, Proposal Coordinator, and Proposal
Assistant. Conducts technical writer training for those assigned to
draft technical and non-technical content. Leverages technologies
such as Visible Thread, Gemini and Copilot to improve quality and
efficiency of the proposal development effort. Performs other
duties as assigned by the VP of Business Operations. Required
education and experience: Bachelor’s Degree in Business,
Communications, or a STEM field. Minimum of 15 years proven
successful experience within the Federal marketplace managing
proposal teams on prime efforts and leading them efficiently in a
dynamic, fast-paced environment on moderate- to high-complexity
federal opportunities. Minimum 5 years proven successful experience
supporting Navy proposals. Minimum of 10 years’ experience
supporting other types of proposals: GWACs, IDIQs, BPAs, GSA
Schedules, SBIRs, STTRs, Grants, Unsolicited Proposals, White
Papers, etc. Understanding and working knowledge of applying
artificial intelligence and other automated solutions to improve
the efficiency of the proposal development process and to elevate
the overall quality of the proposal response. Experience
interviewing subject matter experts to support the proposal writing
process. Preferred education and experience: Master’s Degree in a
Business, Communications, or a STEM field. Ten (10) years’
experience in operations executing Government contract efforts
(managing, leading, or performing). A proven track record of
managing and winning proposals within the federal marketplace
supporting companies with revenues ranging from $20M to $100M-plus.
Experience supporting other non-Navy proposals – Army, Air Force,
USMC, Joint, USCG, and other Federal Agencies. Competencies:
Possess excellent leadership, communication, prioritization, and
organizational skills. Ability to train and mentor personnel within
the organization in proposal management, technical and
non-technical writing, leading teams including both in-house
personnel and teammate personnel, and organizing proposal efforts.
Ability to work on multiple concurrent projects. Ability to adapt
to various people and working styles. Ability to consistently meet
tight deadlines and often work beyond regular scheduled hours. High
proficiency in the MS Office Suite (Outlook, Word, Excel,
PowerPoint), Adobe Acrobat, and SharePoint. Editing skills;
excellent knowledge of grammar and punctuation. Ability to use
standard English writing styles to write proposal sections; this
includes information research and synthesis from multiple sources
(subject matter experts, previous proposals) into a cohesive,
easy-to-read, and persuasive final product. Well-versed in the use
of Tables, Infographics, and Figures and Diagrams to convey complex
information. Understanding and ability to work with supporting
programs including MS Project and MS Visio. Working knowledge of
CRM tools (NextStage, Salesforce, etc.) Additional eligibility

This job operates in a professional office environment. This role
routinely uses standard office equipment such as computers, phones,
and photocopiers. Physical Demands: The physical demands described
here are representative of those that must be met by an employee to
successfully perform the essential functions of this job. While
performing the duties of this job, the employee is regularly
required to talk or hear. Excellent listening skills are essential.
The employee frequently is required to stand, walk, use hands to
finger, handle or feel, and reach with hands and arms. Must be able
to lift up to 20 lbs. Position Type/Expected Hours of Work: The
typical workday is eight hours in length on average with surge days
requiring extra hours. Some flexibility in hours is allowed, with
concurrence from the supervisor. Attendance at prescheduled
mandatory meetings is required. Must be available during the core
work hours as determined by your contract/location and must account
for the required number of hours in a pay period to maintain
Full-time status. Telework: Telework may be allowed up to 100%.
Travel: Ability to travel INCONUS. Travel up to 10% may be
