Job Description:

ASR International is seeking a Senior Fire Protection Engineer to provide engineering review and inspection services for various construction projects in support of the National Institute of Health (NIH).
Summary:This Senior Fire Protection Engineer will perform the oversight of design and construction on all fire protection and life safety systems including but not limited to: building construction, occupancy classifications, means of egress, water supply, fire alarm system(s), water-based fire extinguishing systems, non-water based fire extinguishing systems, fire dynamics calculations, egress calculations, smoke control calculations, etc.
Role:

  • Design and Construction Projects: The SFPE will be responsible for supplementing in-house fire protection engineers in performing design and construction consultations, attending meetings, conducting design reviews, fire protection submittal reviews during construction, construction in progress inspections, and construction final inspections and acceptance tests for all NIH construction and renovation projects.
    • Design Reviews: Conduct design reviews to verify conformance with the most current editions of the International Building Code, the National Fire Protection Association Codes and standards, the NIH Design Requirements Manual, and NIH policies.
      • Construction: Conduct fire protection submittal reviews to verify conformance with the requirements of the construction contract and documents (plans and specifications) prepared by a separate and distinct third-party A&E firm for use by NIH. Fire protection submittal reviews shall consist of:
      • Fire Suppression Systems: Sprinkler systems, standpipe systems, clean agent systems, dry and wet chemical systems, etc.
      • Fire Alarm and Mass Notification Systems
      • Fire Pumps, Drivers, and Controllers
      • Firestopping Material
      • Spray-on Fireproofing Material
        • Construction in Progress Inspections: Conduct construction in progress inspections to ensure the construction or fire protection system installation is complete and in conformance with the construction contract prior to concealment.
          • Construction Final Inspections and Acceptance Tests: Conduct a final construction inspection, including the acceptance testing of all installed fire protection systems prior to project close-out. A final construction inspection and acceptance test shall be conducted to ensure the project construction is complete from a fire protection standpoint, and all installed fire protection systems are fully operational and in conformance with the construction contract. and validate the accuracy of the as-built drawings for each installed fire protection system.
          • Project Coordination: Consult and work closely with NIH inhouse engineers during the performance of all work required under this contract, including any incidental assistance required during construction to resolve field problems, verify the appropriateness of submittal data being reviewed, and resolve any design error matters or omissions.
            • Additional Engineering Duties: Fire hydrant testing, Water supply system analysis, respond to complaints regarding design, construction, or fire protection systems; Assisting with routine building or food truck inspections that require engineering expertise; Reviewing inspection, testing, and maintenance records of fire protection systems; Prepare and deliver presentations to various stakeholders; Performing fire modeling to support technical fire investigations.
              Requirements:
              • Bachelor's degree in engineering or a related field to engineering.
              • At least four (4) years experience in fire protection engineering or related field.
              • Registered/licensed as a Professional Engineer (P.E.) in fire protection engineering.
              • Demonstrated experience in the following areas:
              • Application of the International Building Code and the National Fire Protection Association codes and standards;
              • Building Construction;
              • Means of Egress;
              • Fire protection water supplies;
              • Fire pumps;
              • Automatic fire suppression systems;
              • Automatic fire alarm systems;
              • Fire protection for health care facilities and laboratories using chemicals.
                • Experience must include both Fire Alarm and Fire Suppression and be recent, involving awareness of current codes.
                • Be fluent in American English, both written and spoken, grammar, spelling and technical report writing.
                • Be capable of walking on uneven surfaces such as may be encountered on a construction site inspection up to one (1) mile. Be capable of standing for extended periods in the heat and a variety of weather conditions. Be able to climb stairs and a ladder without assistance. Be able to bend and reach to visually inspect equipment installations and site conditions.
