The NIH, Office of the Director (OD), is seeking exceptional candidates for the position of Director, NIH Center for Cooperative Resolution/Office of the Ombudsman (CCR/OO). This position offers a unique and exciting opportunity to be the principal resource providing informal dispute resolution support and services to the NIH community. This is a career Federal position.The CCR/OO is a confidential, neutral, and independent resource providing informal assistance to NIH scientists, administrators, and staff at all levels in addressing work-related issues.Serves as the NIH Ombudsman.Develops and coordinates effective dispute resolution processes and procedures.Coordinates and disseminates information on dispute resolution services and related policies and resources.Position is subject to a background investigation.This position requires completion of a public financial disclosure report.QualificationsBASIC QUALIFICATIONS:The NIH seeks candidates who have a commitment to excellence and the energy, enthusiasm, and innovative thinking necessary to lead a dynamic and diverse organization. All competitive candidates for SES and SL positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. Applicants must meet the requirements for the GS-301 series as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM Qualifications Standards GS-301 Website under Administrative and Management Positions and demonstrate in your five (5) page resume that you possess the Professional/Technical Qualifications (PTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure technical expertise required by this position and must be addressed within your resume submission (see "Required Documents Section").PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) (Mandatory):Demonstrated experience resolving conflicts and assisting employees with work-related concerns and conflicts regarding tenure, promotion, technical and/or scientific review, authorship, mentoring practices, and intellectual or physical property, ideally within a complex research organization.Experience developing dispute resolution policies and designing approaches and interventions to resolve workplace conflict, ideally within a complex research organization.Skill at providing executive leadership of human capital management activities including compliance with all applicable regulatory requirements, planning, recruiting, position and pay management, employee development, counseling and guidance, and professional development initiatives.Political, Schedule C, Non-career SES Appointee*: In the last five years, based on the closing date of this announcement, have you been or are you currently an employee in the Executive Branch serving on a political, Schedule C, or Non-career SES appointment? If yes, and you are selected through this vacancy announcement, you may be required to obtain approval by the Office of Personnel Management (OPM) prior to beginning employment.
