Job Description Job Description Computer World Services is seeking a Program Manager to support the National Institutes of Health (NIH) Office of Management (OM) Office of Research Facilities (ORF) & Office of Research Services (ORS) with managing support services to implement an Enterprise Cloud Platform, and Integrated Workplace Management System (IWMS) applications, and IT Service Management (ITSM) applications. The end result will achieve objectives for: 1.deployment of a single, web-based, mobile-enabled, cloud enterprise platform; 2. consolidation and migration of existing systems, workflows, and data into a native/certified platform with IWMS applications and IT workflow applications; 3. data gathering, migration, and standardization; 4. business processes documentation and reengineering; and 5. end-user, requestor, and administrator testing, acceptance, and training. The Program Manager will oversee all technical aspects of the project and management of task order, leading a team on moderate to complex projects tasks. The Program Manager will analyze new and complex project-related problems and create innovative solutions that normally involve schedule, technology, methodology, tools, solution components, and financial management. The Program Manager will provide applications systems analysis, long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources. The successful candidate will be able to: 1) Manage the day-to-day activities of project staff in an Agile Environment and ensure supported customer IT programs and projects meet organizational goals and objectives; 2) Serve as the point of contact with customer COR and interface with Government Stakeholders to support project activities and timely submission of reports and deliverables 3) Facilitate obtaining timely onboarding of technical resources for execution of work; 4) Implement and provide guidance to employees and subcontractors related to company processes and policies; 5) Plan, direct, control, measure, and monitor all resource and project activities; 6) Oversee and direct the technical work of project staff; 7) Work with other department leaders to define, prioritize, and develop project internal and external deliverables. Key Tasks and Responsibilities --- Organize, direct, and manage all aspects of contract operational support functions involving multiple complex and inter-related project tasks that may require managing teams of personnel at multiple locations --- Direct overall project activities in an Agile environment for implementation of SaaS and PaaS solutions --- Lead and manage service delivery including: Infrastructure Engineering, Development, Implementation, Integration; Enterprise Application Integration; Data Migration and Integration; Enterprise Data Management; Business Process Reengineering; Architecture Validation and Verification; Change Management and Engagement; Project Management and Scheduling; Risk Assessment and Management; End-User Testing, Acceptance, and Training; Administrator Training and Platform Certification --- Manage and maintain contractor interface with the senior levels of the customer---s organization --- Consult with customer and contractor personnel to formulate and review task plans and deliverables --- Ensure conformance with program and project task schedules and cost and contractual obligations --- Establish and maintain technical and financial reports to show progress of project --- Organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks --- Manage/supervise subordinate staff in the day-to-day performance of their duties --- Ensures that project/department milestones/goals/objectives are met and adhering to approved budgets --- Plan, direct, control, measure, and monitor all employee and subcontractor activities --- Maintain thorough knowledge of department processes and facilitate use for quality assurance --- Serve as the point of contact for the COR and primary interface between the Government and Contractor --- Ensure technical solutions and schedules in the task order are implemented in a timely manner --- Coordinate with Government personnel in the assignment and prioritization of requested work --- Provide individual project and program level status reports --- Create and submit Weekly Status Reports --- Assure all project deliverables are submitted as required and on time Job Requirements Education & Experience --- Requires a BS/BA degree (or equivalent) --- Requires 10 years of related experience, 5 of which must be in a supervisory role --- Experience with enterprise PaaS and/or SaaS solution implementation for Federal Government customer --- Experience managing an Agile Team for delivery of solutions --- Experience with delivery of oral briefings Certifications Required: --- Scrum Alliance Certified Scrum Professional - ScrumMaster (CSP-SM) or equivalent --- ITIL Certification One or more of the following is desired: --- PMI Program Management Professional (PgMP) --- PMI Project Management Professional (PMP) --- PMI Portfolio Management Professional (PfMP) --- PMI Agile Certified Practitioner (PMI-ACP) Security Clearance --- Candidate must be a US Citizen Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.) --- Work will be performed primarily at NIH offices in Maryland and remote via telework --- Travel to various customer sites for meetings and briefings is required EOE AA M/F/Vet/Disability EEO is the Law: Job Snapshot Employee Type: Full-Time Location: Bethesda, MD Job Type: Government - Federal Information Technology Management Experience: Not Specified Date Posted: 1/6/2021
