Position Overview: PROGRAM DESCRIPTIONThe Clinical Monitoring Research Program Directorate (CMRPD) is assisting National Heart, Lung, and Blood Institute (NHLBI) to develop and implement a well-defined Program Management Office (PMO) framework and infrastructure that can quickly integrate project/program management and other support functions under a matrixed team concept, committing personnel and expertise from multiple organizations within the Institute. This PMO will directly support major NHLBI initiatives and will allow for implementing robust project management processes and procedures across the Institute through training efforts, policy development, change management strategies, and other means as may be necessary. The NHLBI provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The NHLBI stimulates basic discoveries about the causes of disease, enables the translation of basic discoveries into clinical practice, fosters training and mentoring of emerging scientists and physicians, and communicates research advances to the public. It creates and supports a robust, collaborative research infrastructure in partnership with private and public organizations, including academic institutions, industry, and other government agencies. The Institute collaborates with patients, families, health care professionals, scientists, professional societies, patient advocacy groups, community organizations, and the media to promote the application of research results and leverage resources to address public health needs. The NHLBI also collaborates with international organizations to help reduce the burden of heart, lung, and blood diseases worldwide. NHLBI anticipates that the PMO will manage multiple Large-Scale Complex Initiatives that will involve program management coordination and support of personnel from organizations across the NHLBI, multi-tiered governance structures, national level stakeholders, and multiple awardees that are performing work as a consortium under Other Transaction Agreements. KEY ROLES/RESPONSIBILITIES* Manage administrative Program activities for the NHLBI by performing a variety of high-level administrative and programmatic functions that include planning and implementation of overall Program strategies* Assist with project budgeting, purchasing, and facilitating space and facility needs* Assist with overall coordination of Program/Project level functions* Interface with government officials, both scientific and administrative, at varying levels of leadership and responsibility to coordinate logistical support for assigned projects/programs* Assist with preparing and reviewing OTA pricing and conference pricing for project operations* Serve as direct Program liaison with other Managers* Ensure Program compliance with all policies and procedures related to project management, contract relations, purchasing, and fiscal planning* Assist in the preparation of program reports, including monthly updates and quarterly, semi-annual and annual reports* Perform detailed planning of logistical operations* Provide Meeting Management support to Programs, including drafting agendas, taking meeting notes/minutes and recording and monitoring action items for initiative committees, sub-committees, awardee consortia, peer review panels, external advisory panels, scrum teams, program reviews, and other stakeholders as needed* Convene scientific panels, webinars, distribute proposals, and draft review panel summary statements* Manage, in coordination with the Sr. Program Coordinator, in-person large scale meetings (1-3 per year)* Perform other related duties as assigned by a responsible authority* May supervise administrative staff* Communicate with Senior level Managers within CMRPD and NHLBI to compose both business and scientific documents and ensure smooth operations of the Program* Provide input for decisions and policy interpretations; coordinate and administer pricing and procurement requests for CMRPD* Assist in the application of the principles of budgeting, contracting, personnel management, government regulations, and technical writing* Assist with accomplishing strategic objectives by overseeing multiple project activities* This position is located in Bethesda, MDBASIC QUALIFICATIONS* Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency* A minimum of two (2) years progressively responsible experience in administrative or technical program/project management* Progressively responsible experience must demonstrate increased independence and overall responsibility for more complex projects at a program level* Experience with scientific meeting/conference planning* Ability to obtain and maintain a security clearancePREFERRED QUALIFICATIONSCandidates with these desired skills will be given preferential consideration:* Five (5) years progressively responsible experience in administrative or technical program/project management experience * PMP Certification* Proficiency with program management* Ability to review work products of teams for compliance with project objectives and goals* Ability ability to assess progress of work, goals, problems and other issues* Ability to work in a matrixed environment* Familiarity with Federal Acquisition Regulations (FAR) and other government regulations, policies and procedures* Familiarity with Federal Travel Regulations (FTR)Equal Opportunity Employer (EOE) - Minority/Female/Disabled/Veteran (M/F/D/V) - Drug Free Workplace (DFW)#readytowork
