Our client is seeking a Vice President to lead their portfolio funded work already underway for the Centers for Medicare & Medicaid Services (CMS) state-level Medicaid offices, Veterans Administration, Department of Defense, foundations, associations, and commercial entities. The work of the department is focused on a solid foundation of scientific and methodological excellence and research that includes scalable mixed methods data collection and multi-faceted data analysis. We also provide technical assistance in support of our sponsors and stakeholders providing greater understanding of the nuances of the programs or initiatives they are running; for instance, we regularly conduct survey data collection, acquire health data from a variety of sources, provide technical assistance, conduct environmental scans, as well as semi- structured interviews, focus groups, expert panels, and site visits.Experience with the Administration Children & Family (ACF) and Administration Community Family (ACF) are strongly desired. Understanding all of this experience may not be one individual. We hope to identify someone who has broad federal health exposure who can lead across the health care practice.The Vice President will manage teams with extensive knowledge of all aspects of health care delivery, from private marketplaces and employer-sponsored insurance to Medicare and Medicaid; from large health care systems to small clinics; and from the needs of children to those of older adults, people with disabilities, and ethnic and racial minorities. Our expert team includes social scientists that acquire, collect, and analyze data from health care organizations and patients; evaluators; health services researchers; health-policy analysts; and professionals with first-hand experience running and supporting health care programs.RESPONSIBILITIES:---Collaborate with the Senior Vice Presidents, Executive Vice President for Research, and other Vice Presidents to develop and implement a strategy to strengthen and grow the department's portfolio of work in program evaluation, technical assistance, quality reporting, survey, and program support projects for federal health clients.---Foster an environment that promotes professional growth of Health Care staff.---Support a cohesive, team-oriented culture across a geographically dispersed staff and promote communication and integration among all members.---Lead business development efforts and maintain client relationships with the federal government clients (particularly CMS, VA, and DOD), foundations, associations, and commercial clients---Develop and maintain key partnerships with other research organizations and research leaders that will support and advance the success of the Health Care Department.---Further grow the Health Care Research team both through the development of current staff and the strategic recruitment of new professionals with additional capabilities.---Serving as a senior leader within the Health Group, which comprises Public Health, Health Sciences, Health Care Programs, and Health Care Evaluation.REQUIRED SKILLS:---An advanced degree in health services research, sociology, social psychology, economics, health economics, public policy, public health, business, or other related field---At least 9 years' experience in positions of increasing responsibility in health care policy development, evaluation and program support work for Administration for Children and Families (ACF) and Administration for Community Living (ACL), Medicare or Medicaid policy analysis or policy development, or health care program support and analytics including at least 3 years of project management.---Knowledge of CMS, DoD, or VA programs, including delivery system reform, provider payment, access to care, and beneficiary experience.---Experience working for the federal or state government or a federal or state contractor, with work focusing on CMS, VA or DoD health care programs, including knowledge of financing, program operational framework, quality reporting, and health care delivery models.---Experience with conducting policy analysis in a government or professional services environment.---Experience with and knowledge of the principles of quantitative and qualitative research design, data collection, and data analysis.---Experience with estimating project and proposal costs and managing project budgets.---Excellent oral and written communication skills and aptitude in leading and working with project teams, coordinating multiple projects.
