Location: Bethesda, MD
Hours: Full-Time: Monday-Friday, 40 Hours per week
Pay: $120,000-$130,000/year, plus benefits

Overview:
Our client is seeking a Associate Director, Strategic Information
to support the U.S. Military HIV Research Program (MHRP) located in
Bethesda, MD.
The AD/SI is responsible for assisting the Director and Deputy
Director of Global Health in the Department of International HIV
Prevention and Treatment (IHPT) in monitoring and evaluating site
activities under the President's Emergency Plan for AIDS Relief
(PEPFAR) prevention, care and treatment initiatives supported
overseas by the Walter Reed Army Institute of Research (WRAIR),
U.S. Military HIV Research Program (MHRP). The incumbent will be
responsible for directing management of all aspects of the data
continuum from capture to housing and developing measures to ensure
the most effective utility for overall program performance and
quality. S/he will work in close collaboration within IHPT and SI
field-based colleagues.
Duties and Responsibilities:
Directs measures and activities to ensure the most effective
monitoring and evaluation of HIV care and treatment programs.
Provides oversight to ensure the systems required to warehouse and
analyze overall program's data are functional and user
friendly.
Provides oversight to ensure that overall program data for
Intensified Performance Management (IPM) processes is accessible
and available to staff at all levels.
Directs the process of PEPFAR specific data collection and
reporting to include Monthly, Quarterly, Semi-Annual and Annual
Progress Report (S/APR) submissions with Africa-based teams and
ensures timely submission from field sites to the home office and
to the State Global AIDS Coordinator (S/GAC).
Develops and directs analysis and visualization of data to align
with PEFPAR, USG and internal program needs, standardizing as
required for cross-country program performance monitoring.
Directs ongoing requirements in data management to include guiding
changes at all levels of the SI process to ensure the program keeps
pace with new and emerging software or systems for data housing,
analysis and use.
Ensures quarterly, internal MHRP analyses are prepared and
available to identify areas of in-country SI strengths and
weaknesses with regard to targets and achievements.
Serves as primary advisor and IHPT lead with in-country SI leads in
the area of routine data collection, data quality assurance and
reporting.
Directs and mentors the SI team in the home office and at site to
conduct initial analysis and review of all routinely collected
program data received from all sites (including reviewing
calculations, analyzing trends in data and progress made against
targets, and assessing policy implications), and provide
preliminary feedback.
Directs the design, modification, and implementation of relevant SI
tools for site-level staff to conduct routine assessments of data
management systems.
Serves as MHRP/DoD lead Subject Matter Expert (SME) for SI on
internal and external bodies and groups as directed.
Provides guidance and dissemination of DoD and OGAC monitoring and
evaluation policy to US-based and in-country MHRP staff and
partners for more effective evaluation and implementation of
PEPFAR-related activities.
Collaborates with IHPT departments including Medical Affairs,
Program Quality and Program Management to leverage the technical
capacities to conduct more complex data analysis, generate data
capture tools and determine database development requirements.
Direct the development of an integrated SI training plan to address
identified gaps at the home office and at site.
Additional duties as assigned.
Required Knowledge, Skills and Abilities:
Experience working in public health data collection, data quality
measures and basic data analysis; supporting use of electronic
systems in public health settings. PEPFAR experience preferred.
Excellent organizational, analytical, interpersonal, and
administrative skills; Excellent written and oral communication
skills in English, with exceptional attention to details; Excellent
editing and proofreading skills; Expertise in use of data
analytical software (ex. Stata) and analytical visualization
platforms (ex. Tableau). Experience with the management and
utilization of DHIS2 and/or other equivalent data housing
instances. Advanced skills in Microsoft Word, Excel, and
PowerPoint; Flexibility and capacity to become familiar with other
software and/or hardware as needed. Ability to manage multiple
complex, detail-oriented tasks at once with limited supervision;
Strong time management skills and the ability to thrive when
working under deadlines. Experience in working effectively with
multiple international programs across geographic boundaries and
differing time zones. Demonstrated excellent cross-cultural skills
and ability to work effectively in a diverse team, both as a leader
and a participant; Demonstrated initiative, creativity, and
flexibility in problem solving; Ability to quickly absorb and apply
new concepts. Strong supervisory skills required.
Minimum Education: Master's Degree in Public Health or related
field required.
Minimum Experience/ Training Requirements: 6-8 years of relevant
work experience required.
