Job Description:
NSWCCD Information Technology Division Code 104 is responsible
for ensuring Cybersecurity compliance for all Information Systems
which involves following all Risk Management Framework (RMF) for
the DoD Information Technology (IT) which mandates the management
of cybersecurity risk across the enterprise through adaptation of
the National Institute of Standards and Technology (NIST) Special
Publication 800-37, Risk Management Framework for Information
Systems and Organizations: A System Life Cycle Approach for
Security and Privacy. Personnel on this contract will support the
efforts of creating RMF authorization packages and providing RMF
Authority To Operate (ATO) maintenance for the entire range ISs
necessary for NSWCCD and its detachments
and associated sites but not limited to Bayview, ID, Fort
Lauderdale, FL, Ketchikan, AK, Memphis TN, Hampton Roads, VA,
Olney, MD, San Diego, CA, Titusville, FL, Washington Navy Yard, DC,
Bangor, WA, Andros Island, Bahamas, and Corona, CA to meet its
mission and operational objectives.
This candidate will function as the IT Project Manager responsible
for all IT deliverables. He or she will also assist in managing the
overall IT project schedule, managing the IT project budget,
coordinating all IT resources, and maintaining and tracking all IT
assignments.
Below are the Project Manager qualifications.
(a) REQUIRED EDUCATION:
--- Shall possess a Bachelor's or higher degree from an accredited
college/university.
--- Shall possess an Information Assurance manager (IAM) III
8570.01-M baseline certification. This position is part of the
Cyber Security Workforce (CWF), at the Master Proficiency Level, in
Category 80, Specialty Area 802 of the Department of the Navy (DoN)
Cybersecurity Workforce Qualification Matrix of the Department of
Defense (DoD) Policy 8570.01.
(b) REQUIRED CERTIFICATION (only one required):
--- Certified Information Security Manager (CISM) Certificate
--- Certified Information Systems Security Professional (CISSP)

--- GIAC Security Leadership Certificate (GSLC)
--- Certified Chief Information Security Officer (CCISO)

(c) REQUIRED EXPERIENCE AND SKILLS:
--- Shall possess a minimum of 15 years of IT management
experience.
--- Shall possess a minimum of 10 years of Navy A&A experience
creating and maintaining Navy RMF packages within Enterprise
Mission Assurance Support Service (eMASS).
--- Shall have experience in leading and achieving 20 or more full
Navy Risk Management Framework (RMF) Authority to Operate (ATO)
within the past four years from the date of solicitation
release.
--- Shall possess a minimum of five years of experience performing
Information Systems Security Engineer (ISSE) functions to include
creating and updating documentation as required to achieve a RMF
ATO.
--- Shall possess a minimum of five years of experience utilizing
eMASS and Assured Compliance Assessment Solution (ACAS) including
but not limited to security scan execution for updated periodic
security patch requirements.
CLEARANCE: Requires a Top Secret clearance.
