JOB TITLE: Executive Director, Middle School Support and
Achievement

REPORTS TO: Chief of Schools
DEFINITION: As a key member of the Division of Schools' leadership
team, the Executive Director, Middle School Support and Achievement
plays a critical leadership role focused on rapid, sustainable
school improvement and will provide leadership coaching, support,
and supervision to middle school principals. This role focuses on
improving academic achievement, fostering safe and positive school
climates, and driving continuous school improvement to ensure
students are college, career, and community ready. The Executive
Director, Middle School Support and Achievement, possesses a deep
understanding of public education for grades 6-8 and has a proven
track record in leading school turnaround efforts, utilizing data
to inform decisions that enhance student outcomes and a vision for
successful middle schools that aligns with the Superintendent's
Four Priority Areas: Academic Achievement, Highly Effective
Teachers, Leaders and Staff, Safety and Climate, and
Infrastructure.
EXAMPLES OF ESSENTIAL DUTIES:
- Drives transformative improvements across middle schools by
effectively managing multiple priorities, solving complex problems,
and exercising sound judgment to achieve measurable outcomes.
- Utilizes the Professional Standards for Educational Leaders
(PSELs) as a framework for supervising and evaluating middle school
principals and cultivating a professional learning community among
principals, teachers, and staff.
- Dedicates significant and substantial time in schools coaching
principals, fostering their growth as instructional leaders by
providing differentiated executive leadership support that enhances
instructional leadership and teaching and learning across assigned
middle schools.
- Collects and analyzes data informing strategic decisions that
drive academic success and support every student in achieving their
full potential.
- Leads the development and execution of evidence-based school
turnaround strategies for a cluster of middle schools.
- Provides coaching and performance management to middle school
principals, with a focus on improving instruction, student
achievement, and school climate.
- Monitors and evaluate School Progress Plans (SPPs), ensuring
that middle schools set measurable goals and implement effective
strategies with fidelity.
- Coordinates and leads regular school walkthroughs,
instructional rounds, and data reviews to ensure the instructional
core is strong and consistent.
- Identifies and addresses instructional gaps, ensuring
curriculum alignment and rigor across all grade levels and content
areas.
- Partners with school-based administrative teams to develop
action plans based on data trends across the Four Academic Priority
Areas: English Language Arts, Math, English Language Development,
and Special Education while monitoring targeted interventions to
ensure high-quality educational programs for all middle school
students.
- Supports schools in implementing culturally responsive
practices and meeting the unique needs of marginalized student
populations to promote equity and inclusion.
- Designs and implements a comprehensive, cohesive strategic plan
for middle school aligned with system priorities and the needs of
students in grades 6-8 focused on continuous improvement and
evidence-based practices proven effective in middle school
education.
- Executes strategic initiatives that align with the
Superintendent's Four Priority Areas (Academic Achievement, Highly
Effective Teachers, Leaders and Staff, Safety and Climate and
Infrastructure) by meeting and exceeding systemic goals and growth
targets.
- Supports principals in implementing short- and long-term plans
for school improvement that result in measurable outcomes for
students and overall school success.
- Builds strong, collaborative relationships with principals,
teachers, staff, families, and community stakeholders to promote
two-way communication and advance the shared vision, mission, and
goals of the system and assigned schools.
- Solves complex problems and systemic challenges proactively and
thoroughly, ensuring timely resolution by partnering with
principals, staff, and stakeholders.
- Leads cross-departmental and cross-functional collaboration by
serving as the primary facilitator on project teams, ensuring
alignment, accountability, and successful completion of initiatives
from inception to execution.
- Ensures compliance with all relevant policies, procedures, and
protocols related to human resources, safety, operations,
communication, and student and staff welfare to maintain smooth,
safe, and effective operations within the school environment.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, Training and Experience:
- Graduation from an accredited university with a master's degree
in educational leadership, administration, or a related field.
- Eight years of progressively responsible experience, including
roles as a teacher and school-based administrator, with a proven
track record of leading middle school reforms initiatives that
boost achievement and foster safe, positive school climates.
Licenses and Certificates:
- Possession of a Maryland Educator Advanced Professional
Certificate with an Administrator II endorsement.OR
- Possession of, or eligibility for, a Maryland Educator Advanced
Professional License and Administrator II Licensure.
Superintendent I endorsement preferred.
Knowledge, Skills, and Abilities:
- Knowledge of public-school administration, organizational
alignment, and standards-based curriculum, instruction, and
assessment.
- Proficient in technology and skilled in using databases,
internet tools, spreadsheets, word processing, and related
applications.
- Expertise in data analysis to inform decision-making.
- Able to identify middle school program needs and create plans
that drive positive outcomes for students, staff, and community
stakeholders.
- Skilled in implementing, evaluating, and adjusting educational
programs that drive strategic systemic change.
- Proficient in analyzing data to assess program effectiveness
and school performance.
- Capable of building strong collaborative relationships with
staff, parents, union partners, elected officials, and community
organizations.
- Commitment to maintaining professional confidentiality related
to personnel matters and student privacy guidelines.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is primarily in school buildings. Work
includes the operation of office equipment, including personal
computers, travel to sites throughout the county, and occasional
limited physical activities.
CONDITIONS OF EMPLOYMENT:
Work schedules may include evenings and weekends. Employees may be
required to work beyond their normally scheduled hours with little
or no advanced notice.
