The National Library of Medicine (NLM) at the National Institutes of Health (NIH) offers an intellectually stimulating environment where the world's top scientists, skilled software developers, and others work together to solve challenging problems and literally help to accelerate cures for diseases! NLM's wide range of applications, platforms (node, python, Django, C++, you name it) and environments (big data [petabytes], machine learning, multiple clouds) serve more users than almost any other US Government Agency, according to MSC is seeking multiple Software Engineers / Developers to join our NLM team; position level (Junior through Senior) is commensurate with experience. In this role, you will apply your skills to a variety of software development projects in an agile, open-source, continuous integration (CI)/continuous delivery (CD) environment. Duties & Responsibilities

  • Provide agile (DevSecOps) software development, engineering, and design work for scientific databases and applications across relevant fields - such as biology, genetics, chemistry, computer science, and Mathematics - in alignment with Product Owner oversight and prioritization.
  • Participate in collaborative and iterative planning, design, software development and coding, prototyping, documentation, testing, and configuration using agile development principles, with necessary documentation, human-centered design, and an extensible open-source infrastructure.
  • Conduct usability testing, stakeholder interviews, and other user research at regular intervals throughout the development process (not just at the beginning or end) with all electronic artifacts made available at the end of each applicable sprint.
  • Develop web-based interactive systems using secure and accessible coding practices to ensure compliance with all security policies, Section 508 accessibility requirements, and development standards such as the U.S. Web Design System; conduct accessibility, code, and vulnerability assessments and remediate issues/threats as identified.
  • Post all code to a publicly available code repository, consistent with a Public Domain (CC0) license.
  • Ensure that the architecture is extensible and well documented in plain language to allow for further development, including integration with compatible internal or external systems
  • Incorporate analytics, monitoring, continuous integration, and measurement tools into the code base.
  • Administer local subversion and git repositories for project source code, system configuration, software, and documentation revision control. Requirements
    • Bachelor's degree in computer science or related degree, or equivalent experience
    • Strong understanding of software engineering and the software development lifecycle
    • Experience working on a variety of software development projects in an agile, DevOps, CI/CD environment using tools such as build (TeamCity, Jenkins), cluster schedulers (Nomad, Kubernetes), service mesh (Linkerd, Istio), and monitoring (TIG stack)
    • Deep programming language knowledge and experience programming in a Linux / open-source environment
    • Proficiency in at least one modern programming language - such as Java, C, C++, C#, Golang, etc. - and fluency in scripting languages such as BASH, csh, Perl, or Python
    • Skilled in developing Web-based applications using JavaScript, CSS, XML, XSLT, and HTML in a cross-browser environment
    • Ability to work with common structured documents (at least one of XML, JSON)
    • Experience developing effective unit, integration, and regression testing of code components and complete applications
    • Experience using cloud development and computing tools in support of production web services, high performance computing and high-throughput processing environments
    • Familiarity with and general engineering experience using tools for identity management and assurance, switch/router administration and monitoring (NetFlow, SolarWinds, Nagios, Splunk), and high-performance, multi-petabyte storage systems.
    • Experience handling large amounts of data in a distributed computing environment using batch queuing software, specifically Univa Grid Engine, and open-source map/reduce frameworks like Hadoop and Spark
    • Ability to obtain and maintain a Public Trust Clearance
    • Previous experience supporting the NIH is a plus. #LI-GH1 Due to our contractual requirements and federal orders, including an Executive Order from the White House and an emergency regulation from the Centers for Medicare & Medicaid Services (CMS), the position for which you are applying requires that you provide proof of your vaccination status.
