Job Description:

Blue Sky Innovative Solutions is looking for Senior Technical Advisors to assist our federal government C-Suite clients. This role be responsible for providing expert council to federal CIOs and senior leadership on areas related to technical risks, issues and opportunities, return on investment of particular technologies, technical process improvement, DevOps, budgeting of technical resources (commodity and services) and shall provide technical expertise to the creation of statements of work.



ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES

This role shall provide types of support to our customers:

• 
  
• Provide Program Management oversight for this contract, including interfacing with the COR/CO submitting monthly reports, managing the budget, and documenting any risks and issues.
  
• IT Strategy development, maintenance and monitoring including strategic road mapping across the IT Portfolio.
  
• Advisory services on all current and future technologies, dependencies, risks, issues, and opportunities.
  
• Advisory services on the implementation of Agile, SAFe, lean portfolio management
  
• Participation in Program Increment Planning (PI Planning) with product teams.
  
• Advisory services on the modernization of legacy applications to a new technology (low-code/no-code where feasible)
  
• Advisory services on planning for the migration of applications to the cloud.
  
• Work with the CISO on technical requirements related to existing and new IT Security federal mandates such as zero-trust architecture.
  
  MINIMUM QUALIFICATIONS
  
  
  • 
    
  • Expertise to conduct design reviews and technical architecture oversight, evaluation of solution architecture and analysis of alignment to target architecture and information security requirements.
    
  • Experience in change management and business analysis.
    
  • Experience in cloud technology, such as solution architecting in Azure Cloud Architecture environment, managed projects using Java development, Cloud Architecture (Microsoft Azure RedShift, Kubernetes), Database Management (SQL Server, PostGreSQL).
    
  • 10+ years' experience as solution architect leading and delivering technical solutions of similar scale, size and complexity.
    
  • 10+ years experience in providing senior level technical advisory services for a Federal agency.
    
  • Shall have demonstrated experience in Agile methodology, and managed technical projects of similar scale, size and complexity with 10+ years' experience in delivering technical solutions.
    
  • Shall have significant experience with and proficiency in Atlassian JIRA.
    
  • Shall have documented experience across the various disciplines in IT including:
    
    • 
      
    • Infrastructure (cloud and on-prem)
      
    • Software Development, Enterprise/Solution Architecture
      
    • Business Process Re-engineering
      
    • Business Analysis.
      
      
      
    • Shall have demonstrated experience in low-code/no-code technologies
      
    • Shall have exceptional communication skills and be able to create and present information to a wide array of audiences, including C-Suite level employees.

      • Active Certified Scrum Master (CSM) certification
        
        
        
        EDUCATION
        
        
        • 
          
        • Master's degree from an accredited institution
          
          HIGHLY DESIRED

          • Experience with HHS or NIH desired
