Executive Director of Operations - Center for Rehabilitation
Sciences Research HJF is seeking an Executive Director of
Operations to support the Center for Rehabilitation Sciences
Research (CRSR) located the Uniformed Services University of the
Health Sciences (USUHS) and the Walter Reed National Military
Medical Center (WRNMMC) in Bethesda, MD. HJF provides scientific,
technical and programmatic support services to CRSR. U.S.
CRSR was established in 2011 to advance the rehabilitative care
for service members with combat-related injuries, particularly
those with orthopedic trauma, limb loss and neurological
complications. The focus of CRSR is to support synergistic research
projects within the Military Healthcare System (MHS) to enhance new
discovery and optimize rehabilitation strategies to promote
successful recovery, return to duty and community reintegration of
military beneficiaries. The CRSR works directly with other DoD/VA
Centers of Excellence to provide a unique platform for fostering
innovative research by incorporating advanced technology,
partnering with industry and academic institutions, and
disseminating knowledge to the future leaders of military
The incumbent will manage the Center’s activities across a
network of research partners and stakeholders. The Executive
Director is a member of the leadership team and reports directly to
the Center Director (Chair, Department of Physical & Rehabilitative
Medicine). Under the leadership of the Center Director, the
incumbent will drive the operational, financial, and human
resources planning of the research Center and autonomously manage
its day-to-day operations across all functional areas (patient
enrollment, compliance, lab operations, data management,
analytics/modeling, research administration and product
development/insertion). The incumbent will develop, with the Center
Director, an operational plan that incorporates goals and
objectives in line with the Center’s strategic direction. Working
closely with the scientific team, they will identify and
conceptualize research needs; support development of study
protocols and amendments to on-going studies; formulate research
goals and objectives, both basic and clinical science, and ensure
data analytics efficiently drives dissemination/publication of
results and findings. The incumbent will execute other duties, as
needed, in furtherance of the Center’s mission.
With Center Director, develop/revise strategic plan to enhance
Center operations, communications, and opportunities.
Identify, assess, and inform the Center Director of internal and
external issues that affect the Center’s activities.
Act as a professional advisor on all aspects of the Center’s
Foster effective teamwork between the Director, External PIs,
and over 45 Center staff.
Represent the Center at meetings and events, to report on its
activities and enhance its profile amongst both military and
Operational Planning and Management (20%)
Develop, with the Center Director, an operational plan that
incorporates goals and objectives in line with the Center’s
Oversee the efficient and effective day-to-day operation across
all sites and functions.
Financial Planning and Management (20%)
Work with appropriate Center elements to prepare a comprehensive
Approve expenditures across the Center’s activities.
Review and approve contracts to ensure fiscal compliance.
Administer funds and monitor ‘burn-rate’ across the Center.
Report on Center’s financial status biannually to the Oversight
In coordination with Center Director, actively pursue
appropriate funding opportunities.
Human Resources Planning and Management (20%)
Determine staffing requirements to ensure effective program
Recruit, interview and select staff that have the right
technical and personal abilities to help further the Center’s
Oversee the implementation of human resources policies,
procedures and practices including the development of job
description for all staff.
Establish a positive, healthy and safe work environment in
accordance with all appropriate legislation and regulations.
Implement a performance management process for all staff which
includes monitoring the performance of staff on an on-going basis
and conducting an annual performance review.
Coach and mentor staff as appropriate to improve

Participate in the development of knowledge products (briefs,
abstracts, presentations, manuscripts) to market the Center
achievements and capabilities throughout military and civilian

Minimum Experience/ Training Requirements: More than 10 years of
Supervisory Responsibilities: Supervises mid-career to senior
staff across various functional areas of the program (e.g.
regulatory affairs, lab operations, bioinformatics).
Background/Security: U.S. citizenship required; eligible to
obtain and maintain a Tier III Investigation/ Secret Clearance.
