Senior Acquisition Specialist
Clearance Requirement: U.S. Citizens Only. Active Secret
clearance or must be eligible to obtain a Secret Clearance
Senior-level acquisition consultant carries out pre-determined
and recurring cradle to grave contract administration
duties for the Uniformed Services University of Health
Services (USUHS) Acquisitions (ACQ) Directorate. Functions may
include acquisition planning, solicitation preparation, market
research/analysis, source selection and administration of terms and
conditions, cost/price analysis, negotiation, preparation of
contract award and modifications, support government in the
evaluation of contractor performance, contract termination, and
contract closeout. Knowledge and exposure to cost
reimbursement/cost sharing contracts and review of claims and
equitable adjustments. Ability to simultaneously manage, coordinate
and pursue multiple, complex projects and activities. Extensive
knowledge of the FAR and/or associated FAR supplements.
Specific Duties and Responsibilities:
Provide acquisition lifecycle support to include carrying out
pre-award and post-award functions, in consultation with the
government Contracting Officer, for a variety of assigned
actions/requirements for contracts
Provide analysis of problems and recommendations on improvement
related to acquisition/assistance instrument pre- and post-award
processes, policies, procedures.
Assists with business case development, including conducting
cost/benefit analysis on proposed strategies.
Assists Government end user in developing and finalizing
statements of work, specifications, IGCEs, and other acquisition
Responsible for establishing and maintaining an acquisition
forecast mechanism to be utilized by both ACQ and others (as
applicable) for tracking all requirements in both pre and
Reviews progress reports, vouchers and invoices and responds for
requests from all involved parties.
Responsible for supporting closeout activities including
reviewing final reports, final payment, disposition of government
property, release of claims and other similar considerations.
Assists with the development and establishment of standard
operating procedures, templates, and other documents to ensure
compliance, as well as record management activities, and other
tasks supporting the acquisition/assistance instrument
Applicants must have a bachelor's degree from an accredited
educational institution authorized to grant baccalaureate degrees
AND at least 24 hours in business-related courses in any of the
following fields: accounting, business, finance, law, contracts,
purchasing, economics, industrial management, marketing,
quantitative methods, or organization and management.
Minimum 8 years of overall experience.
At least 3 years’ acquisition experience with or supporting
Civilian and/or DOD agencies.
Ability to obtain and maintain an active Secret clearance
Expert knowledge in pre-award contract support and post-award
One of the following Contracting related certifications: DAWIA
Contracting Level III, FAC-C Level III, or CPCM.
Experience with PD2, highly desired
Lean Six Sigma green belt or higher, highly desired
Knowledge, Skills and Abilities:
Contracting experience with FAR 8.4, 12, 13, 15, and 16.505.
Acquisition planning, market research, and drafting technical
Familiarity with federal strategic sourcing contract
Knowledge of negotiation techniques and skill in devising
negotiation strategies to deal with contractors in resolving such
problems as reducing costs, adjusting delivery schedules, and
negotiating in sole source environments.
Knowledge and skill in applying analytical and evaluative
techniques to the evaluation of contract proposals and knowledge of
laws, regulations, agency policy, precedent cases, and other
requirements that affect acquisition.
Familiarity with SAM.gov, Procurement Integrated Enterprise
Environment (PIEE), Wide Area Workflow (WAWF), Contractor
Performance Assessment Reporting System (CPARS), Financial
Assistance Award Data Collection (FAADC), Procurement
Desktop-Defense (PD2), Federal Procurement Data System (FPDS),
Defense Agencies Initiative (DAI), General Fund Enterprise Business
Systems (GFEBS), Microsoft Office suite, and Google Suite.
