Business Group Highlights IntelligenceThe Intelligence group provides high-end systems engineering and integration products and services, data analytics and software development to national and military intelligence customers. Serving federal agencies and the Intelligence Community for more than 50 years, the Intelligence group helps our clients meet their mission needs by providing trusted advisors, leading-edge technologies, and innovative solutions.ResponsibilitiesWorks as a consulting team member or an individual consultant providing objective advice, expertise and specialized skills in, but not limited to, supporting projects related to the individual's subject matter expertise. These senior employees are considered experts in a functional domain (e.g., large scale enterprise solutions, acquisition, industry, client, finance, organizational development, etc.) with a number of years of experience. SMEs prepare and deliver presentations to colleagues, subordinates, commercial clients and government representatives. Assures the proper use of current or requested programming, testing and documentation techniques. Produces and/or reviews documentation and reports reflecting knowledge of areas as identified in the statement of work. Generally employees assigned to this job are very senior level individual contributors, but may have supervisory responsibilities.Contract Specific Responsbilities:Provide subject matter expertise on intelligence issues to advance the mission among stakeholders through interaction and collaboration with appropriate mission partnersPlan, develop, and implement information sharing strategies with IC partners consistent with the mission and vision of appropriate national strategies, plans, and ordersUtilize subject matter expertise to advise and support advancement of key intelligence and information sharing projects, ensuring proper agency coordination is completed in a timely and effective matterUtilize subject matter expertise to advise the Government of standards to facilitate cohesive interaction between IC, Department of Defense (DoD), and federal, state, local partnersCoordinate development, implementation, and evaluation of the impacts of national security threats with federal, state, local, DoD, and private sector partnersResearch, coordinate, develop, and assist in implementing policies, procedures, approaches, and frameworks to enable the fullest use of data to develop decision-worthy information and insights for national security, homeland security, and public safety purposesCollaborate across internal organizations and with external partners (IC, federal departments and agencies as well as state, local, and tribal government partners and groups), to advance data exchange priority objectivesDevelop and compile tailored read-ahead packages and executive-level briefings/papers to capture status and provide recommendations to best position government stakeholders for working groups, discussions, meetings, etc.Assist with organizing and executing data exchange capability demonstrations for stakeholders and partners and executive-level engagements with client, federal, and state-level officials Review and offer substantive comments regarding draft policies, strategies, directives, and guidance from across the interagency Assist in partner-executed data correlation efforts between disparate datasets. Review correlation results and assess the value in exchanging data between the datasets relative to the time and effort that would be required to model the policies, rules, and restrictions governing data use Research and author high-level papers on national security information sharing for client use in communicating with White House, federal departments, and agenciesUse computer-based collaboration and communication tools to include: Microsoft Office suite of applications, Lotus SameTime, Skype, SAGE, HISN, Intelink, i-Space, R-Space, etc.QualificationsTo qualify for a Senior-level labor category, the candidate must possess, at a minimum, the following education and experience:Bachelor's degree; and twenty (20) years of work experience related to the technical requirement against which the individual is slated to perform. Four (4) years' experience may be used in lieu of a Bachelor's degree, which would then require the individual to have a total of twenty-four (24) years of work experience related to the technical requirement.If an individual possesses a Master's degree (preferred, but not required), the requirement for related work experience is reduced to eighteen (18) If an individual possesses a PhD, the requirement for related work experience is reduced to fourteen (14) Superior knowledge of IC, DoD and/or federal, state and local govt information sharing and safeguarding issues with at least twenty (20) years of overall experience and at least ten (10) years working within the ICMinimum of five (5) years of executive-level experience working for/closely with the IC, DoD and/or relevant federal, state and local govt organizationsDemonstrated success working closely with national governance boards, committees, and working groups to advance information sharing efforts Superior understanding of strategy and policy development, training, and project management related to information and intelligence sharing at the FSL levelSuperior knowledge of intelligence sharing with relevant mission partners, to include fusion centersSuperior oral and written communication skills and ability to express complex and at times controversial ideas, explanations, and concepts in a manner appropriate for the audienceSuperior ability to balance competing work requirements to ensure that priorities and deadlines are metSuperior problem solving skills and ability to identify complex problems and develop a range of options and preferred courses of actionSuperior interpersonal, organizational, and problem-solving skills, including a superior ability to work effectively, both independently and in a team or collaborative environment, and sustain professional networks both internal and externalActive TS/SCI with Polygraph is requiredFor Colorado ResidentsAbout PerspectaWhat matters to our nation, is what matters to us.
