HJF provides scientific, technical, and programmatic support services to Strategic Initiatives. Under the general direction of the Director, Corporate Initiatives, serves as the senior proposal manager in support of HJF-identified competitively awarded opportunities (including contracts and cooperative and assistance agreements) offered by the Department of Defense (DoD) and other federal agencies and civilian organizations in furtherance of military research related objectives. Responsibilities: Serve as lead proposal/technical writer and coordinate the development, review and submission of HJF initiated proposals in response to solicitations for funding by ensuring compliance with sponsor, performance site and HJF policies and facilitating information flow among program members (e.g., onsite and offsite program managers), scientific directors, principal investigators, other business units and executive level managers inside and outside HJF before, during and after proposal preparation process. While serving as lead proposal/technical writer, guide other proposal/technical writers and subject matter experts (SMEs) by helping them incorporate win themes, discriminators and win strategies into final proposal products and providing guidance to proposal team members on proposal methodologies. Guide proposal writers/SMEs and other team members in developing compliant proposals by collecting and editing sections after each review from the various review teams, maintaining version control, creating and maintaining folders for frequently used proposal sections, creating and maintaining proposal library, reviewing and editing entire proposal for compliance, format and overall presentation and searching online for RFP postings/amendments etc. (e.g., through Initiate and lead all proposal meetings including kickoff, color review teams, lessons learned and debriefs. Oversee all writing and administrative functions in support of the final proposal production by completing covers, binders and layouts, submitting proposals as required (e.g., electronically, via hand-delivery to local federal agencies and/or by delivery service to out of area sponsors.) May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role. Required Knowledge, Skills and Abilities : Understanding of federal scientific government procurement, solicitation processes, and compliant proposal production. Excellent supervisory, written and oral communication and organizational skills and ability to manage multiple simultaneous proposal efforts. Demonstrated experience of managing and coordinating the efforts of other proposal managers by planning resource assignments, performing quality assurance, and installing process, tools and templates for team use. Research and laboratory experience preferred. Strong technical writing skills required. Minimum Education : Bachelor's degree in scientific field is required. Master's degree is preferred. Minimum Experience/ Training Requirements: More than 10 years of relevant work experience required. Work Environment : Set in an office work environment. May consider 100% telework.
