This position is located in the Department of Health & Human
Services (HHS), Centers for Medicare & Medicaid Services (CMS),
Center for Consumer Information and Insurance Oversight (CCIIO),
Consumer Support Group (CSG), Division of Consumer Advocacy and
Assister Support (DCAAS).
As a Lead Health Insurance Specialist, GS-0107-14, you will
develop program policy and provide operations support for
transparency and disclosure requirements in the private health

- Ensure the organization?s strategic plan, mission, vision, and
values are communicated to the team and integrated into the team?s
strategies, goals, objectives, work plans, and work products and
- Serve as lead on behalf of DCAAS overseeing the Independent
Dispute Resolution (IDR) process development and operations, and
systems related to the IDR process and Independent Dispute
Resolution entities (IDRE) certification process.
- Lead the development and analysis of policies related to the
IDR process and IDRE certification process.
- Review, evaluate, and draft recommendations pertaining to the
private health insurance market, and advise management on these
- Represent leadership, or CMS as an agency, in contacts with
State and local government officials, representatives of private
health organizations, and the general public regarding matters
which are often of a controversial and sensitive nature.
Occasional travel - You may be expected to travel up to 5% for

In order to qualify for the GS-14, you must meet the following:
You must demonstrate in your resume at least one year (52 weeks) of
qualifying specialized experience equivalent to the GS-13 grade
level in the Federal government, obtained in either the private or
public sector, to include:
1) Leading the development and analysis of policies related to
the private health insurance market;
2) Overseeing the development, operations, or systems related to
the private health insurance market; AND
3) Reviewing, evaluating, and drafting recommendations on major
policy and operational decisions related to transparency and
disclosure and provisions of the Affordable Care Act.
Experience refers to paid and unpaid experience, including
volunteer work done through National Service programs (e.g., Peace
Corps, AmeriCorps) and other organizations (e.g., professional;
philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and
skills and can provide valuable training and experience that
translates directly to paid employment. You will receive credit for
all qualifying experience, including volunteer experience.
