PROGRAM DESCRIPTION

The Clinical Monitoring Research Program Directorate (CMRPD) is assisting National Heart, Lung, and Blood Institute (NHLBI) to develop and implement a well-defined Program Management Office (PMO) framework and infrastructure that can quickly integrate project/program management and other support functions under a matrixed team concept, committing personnel and expertise from multiple organizations within the Institute. This PMO will directly support major NHLBI initiatives and will allow for implementing robust project management processes and procedures across the Institute through training efforts, policy development, change management strategies, and other means as may be necessary. The NHLBI provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The NHLBI stimulates basic discoveries about the causes of disease, enables the translation of basic discoveries into clinical practice, fosters training and mentoring of emerging scientists and physicians, and communicates research advances to the public. It creates and supports a robust, collaborative research infrastructure in partnership with private and public organizations, including academic institutions, industry, and other government agencies. The Institute collaborates with patients, families, health care professionals, scientists, professional societies, patient advocacy groups, community organizations, and the media to promote the application of research results and leverage resources to address public health needs. The NHLBI also collaborates with international organizations to help reduce the burden of heart, lung, and blood diseases worldwide. NHLBI anticipates that the PMO will manage multiple Large-Scale Complex Initiatives that will involve program management coordination and support of personnel from organizations across the NHLBI, multi-tiered governance structures, national level stakeholders, and multiple awardees that are performing work as a consortium under Other Transaction Agreements.

KEY ROLES/RESPONSIBILITIES

  • Communicates and interacts with high-level executive, administrative, technical and program management personnel, both internally and externally, to gather and compile information for dissemination
  • Maintains various tracking systems using Microsoft Excel, SharePoint and other applicable job-related software
  • Conducts administrative-related research, prepares reports, and handles informational requests from multiple stakeholders
  • Assists in the collection and compilation of metrics data and operational accomplishments in support of Leidos Biomed and NHLBI reporting requirements
  • Arranges and coordinates scientific meetings, seminars and conferences, including logistical matters such as locations, times, participants, agendas and schedules
  • Provides administrative support for coordinating and planning meetings
  • Oversees complex domestic and international travel logistics and arrangements per established Federal Travel Regulations (FTR) for Leidos Biomed approved travelers
  • Oversees preparation and /or assembling of presentations, background information and related materials and information for meetings
  • Assists with drafting agendas, takes notes/minutes and records/monitors action items for initiative committees, sub-committees, awardee consortia, peer review panels, external advisory panels, scrum teams, program reviews, and other stakeholders as needed
  • Assists with convening scientific panels, webinars, distribution of proposals, and drafts review panel summary statements
  • Manages, in coordination with the Program Manager, in-person large scale meetings (1-3 per year)
  • Oversees the preparation of internal and external correspondence and memos, and transcribes and edits meeting minutes for final review
  • Coordinates conference room scheduling/logistics and calendars for staff
  • Receives telephone calls and makes proper referrals
  • Assists with the monitoring of outside correspondence, including e-mail, fax, and mail
  • This position is located in NHLBI, Office of the Executive Offices, Building 31, Suite 5A48 at 31 Center Drive, Bethesda, Maryland, 20892

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of a Bachelor's degree from an accredited college/ university according to the Council for Higher Education Accreditation (CHEA) in biomedical/clinical research/healthcare or four (4) years related experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of five (5) years of administrative experience
  • Ability to perform and organize administrative processes to effectively and efficiently manage daily operations and coordinate program planning
  • Strong organizational skills with the ability to prioritize multiple tasks and projects
  • Experience in procurement acquisition and shipping
  • Experience with scientific meeting/conference planning
  • Excellent communication skills, both verbally and in writing
  • Proficiency in Microsoft Office software (Word, Outlook, Excel and PowerPoint)
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Health science or laboratory experience
  • Familiarity with Federal Acquisition Regulations (FAR), Federal Travel Regulations (FTR), and Other Transactions Authority
  • Demonstrated experience coordinating and managing daily administrative, operational activities for multiple projects
  • Familiarity with tracking deliverables and timelines
  • Assist in coordination with project objectives and milestones
  • Demonstrated ability to coordinate many complex systems and programs at the same time
