-Lead Quality Assurance (QA) SpecialistROLEWe need an
experienced Lead Quality Assurance (QA) Specialist at the Naval
Dosimetry Center (NDC). The NDC serves as the Navy's ionizing
radiation dosimetry center of excellence for radiation protection
programs for the Navy and Marine Corps. In this role, you assist
the Quality Manager in managing the command's Quality Assurance

Improve, implement, and assist the QM
in the management of the command's Quality Assurance (QA) programs
and is the primary backup for the QMManages NDC's Customer Contact
System (CCS) and is responsible for ensuring that the following
items are resolved and entered into the CCS for tracking/trend
analysis: (a) verbal complaints about a product, service, or
software program, (b) discrepancies found on situational and annual
reports, (c) discrepancies found during the quarterly audit of
client reports, (d) NVLAP signatory comments on client reports, and
(e) dose investigations or recalculations of a doseAssist in the
development, writing, and implementation of training programs
designed to provide sufficient knowledge and applied skills as
outlined in the following documents: ISO/IEC 17025:2017 Standards,
NIST Handbooks 150 and 150-4, and Harshaw Maintenance and Equipment
Repair Manuals for TLD reader machines that include models 8800PC
and 8800ICReview, independently edit, format and synthesize various
types of input (verbal, notes, emails, drafts) into a cohesive
document or correspondence by the Navy Correspondence Manual,
Official Navy Message Traffic, and other format policiesObserve
personnel performance via surveillance and auditsConduct trend
analysis of reviews, surveillances, and auditsEnsure staff members
performing/assisting with internal audits are properly trained in
the performance and documentation of an audit, surveillance,
review, and drill in accordance with the Quality Department's
SOPEnsure and record that required staff have been properly trained
when procedures are revised or newly writtenEnsures administrative
accuracy and document control for all procedures and management
memoranda used about dosimetry processingUpdate the Comprehensive
Training Program (CTP).Review references required for national
accreditation (NIST Handbook 150, NIST Handbook 150-4, ISO 17025,
10 CFR Parts 19 and 20) and ensure the most updated versions are
being utilizedProvides status updates for open issues in the
corrective actions tracking database and ensures proper
documentation for completion and closure of these issuesWorks with
the Quality Manager to provide monthly reports to leadership of
assessments completed each month to include reviews and audits of
procedures, as well as surveillances of proceduresProvide
documentation for incidents that occur to include any root-cause
analysis, required corrective actions, and effectiveness reviews to
prevent any repeat occurrences Provide statistics for annual
command surveys, including metrics for customer responsiveness,
customer feedback provided, and whether the command appropriately
responded to any negative feedbackTrack the status of client
dosimetry programs, internal audits, and surveillanceUpdate and
review NDC's SORMAssist with conducting a yearly management review
of all NDC operations and external audits including the NVLAP
onsite accreditation audit and drillsSchedule and track internal
auditsAssist with audits, surveys, and reviews, both internal and
external, and provides regular reports to 1-provide an overview to
command leadership and 2-to assist responsible Managers and
Department Heads in the identification of discrepancies and
non-compliances as well as tracking corrective actionsSchedule
drills and works with the appropriate managers to establish an
annual schedule of operations to be drilled and specific
items/procedures to be observed, and helps set expectations and
after-action follow-upWorks with the other managers to ensure that
the controlled document system is properly implemented so that only
current procedures, manuals, forms, and software programs are in
use, version numbers for these items are tracked, and updated
(replaced) items are archived for future use May be designated as a
National Voluntary Laboratory Accreditation Program (NVLAP)
signatory and, as such will review all signed dosimetry reports
ensuring the accuracy, quality, and archiving of dosimetry records
and reports to clients -REQUIRED QUALIFICATIONS
Experience with military technical
documents, including point papers, policies, and messages, and
working in a military environment preferredExperience with metric
supportExperience or qualification as a National Voluntary
Laboratory Accreditation Program (NVLAP) SignatoryTraining and
experience in dosimetry processing, quality management, and
customer serviceStrong skills with Microsoft Office suite and
SharePoint collaboration softwareExperience with desktop publishing
software (at least 3 years) and demonstrated ability to apply
graphic elements of design and layout production to enhance the
presentation of documents, posters, and other material -EDUCATION
Bachelor's degree or higher in
Business, Health, or a related fieldAt least three years of
experience in quality management and conducting an Audit and
Surveillance Assessment Program -PREFERRED QUALIFICATIONS
Experience with military technical
documents, including point papers, policies, and messages, and
working in a military environment preferredExperience with metric
supportExperience or qualification as an NVLAP SignatoryTraining
and experience in dosimetry processing, quality management and
