seeking an individual to work as a Scientific Legislative
and--Policy Analyst at the National Institutes of Health in
Bethesda, MD.--This is a long-term contract position which offers:-

initiativesTASKS/SERVICES. The contractor shall:--(1) Develop a
comprehensive familiarity of the goals, objectives, scope, and
activities of the National Institute of General Medical Sciences
(NIGMS) Division of Data Integration, Modeling, and Analytics
(DIMA) and specifically the Data Integration and Dissemination
Branch (DIDB).(2) Contribute analytical and support services to the
operational/functional areas of DIDB including Legislative and
Policy Analysis, Communications, Compliance, Reporting and
Organizational Planning, Performance Management, and Enhancement,
and Departmental (HHS) and Trans-NIH Activities(3) Conduct research
and analysis of congressional, departmental, or other policies or
proposed policies to determine their potential impact on NIGMS
and/or NIH.(4) Facilitate the robust and timely creation of
reports, responses to congressional inquiries, presentations, and
data and/or communications (e.g., responses to data calls)
necessary to maintain optimal operational compliance with
congressional, executive branch, HHS, and/or NIH policies,
procedures, and/or guidance.(5) Draft, review, assess, evolve,
and/or modify organizational performance goals, objectives,
metrics, and measures.(6) Ensure robust and timely compliance with
all applicable performance requirements, including laws,
regulations, and policies associated with various organizational
performance improvement efforts and associated reporting (e.g.,
GPRA, GPRAMA, OMB Circular A-11, etc.).(7) Actively contribute to
successful visualization (e.g., data dashboarding), tracking, and
communication/dissemination efforts of the results from these
activities (e.g., returns on investments).(8) Track, analyze, and
develop a knowledge management structure for reporting and
administrative burden in order to reduce duplication of effort and
resources, identify opportunities for improvement, and leverage
such opportunities. --(9) Participate in and represent DIMA and
NIGMS in various working groups, committees, meetings, or other
similar venues. --REQUIREMENTS. The contractor must have:--(1)
Ph.D. in Health Sciences Policy or a related discipline; three (3)
years of specialized experience plus a Master's degree is
equivalent to a Ph.D.; five (5) years of specialized experience
plus a Bachelor's degree is equivalent to a Ph.D.(2) Minimum of two
(2) years of related experience including familiarity with the
organizational culture of NIH or other similar scientific
organization (e.g., NSF, etc.)(3) Experience working with,
assessing, and/or reporting on the organizational and programmatic
performance of scientific programs and associated policies--(4)
Knowledge of federal grant regulations, planning and performance
mechanisms, and related reporting requirements as well as ability
to assemble data into assessments, briefing materials, reports, or
other communications for senior officials, agency leadership, or
congressional offices(5) Familiarity with Congress.gov and NIH
tools and databases such as RePORTER, IMPACII, and QVR a plus(6)
Strong communications skills, both oral and written.(7) Excellent
