The Opportunity

Econometrica is seeking a Senior Energy Analyst to support and help expand our Energy and Water Resources practice area. The position involves working with Federal clients to assess investment options, effectiveness of Federal programs, policy implications, and regulatory impacts of initiatives such as regulations governing offshore carbon storage and energy exploration and development activities.



As a lead researcher, you will be engaged on multiple projects simultaneously, conducting and/or overseeing different types of analyses, including benefit-cost analyses, cost-effectiveness analyses, break-even analyses, estimates of return on investment, financial analyses, regulatory impact analyses, statistical and econometric analyses, forecasting, development and application of economic and statistical models, regional economic impact assessments, valuation of non-market goods, et cetera.



The position requires collaborating with other researchers across multiple disciplines, including economists, engineers, lawyers, geologists, transportation planners, statisticians, political scientists, financial analysts, technical editors, et cetera. You will also be responsible for providing guidance, direction, and review to junior and mid-level staff to produce high-quality research deliverables.



Federal Government clients supported by Econometrica's Energy and Water Resources practice area have included the U.S. Department of the Interior's (DOI) Bureau of Safety and Environmental Enforcement (BSEE) and Bureau of Ocean Energy Management (BOEM), U.S. Department of Energy, U.S. Coast Guard, Army Corps of Engineers, U.S. Department of Transportation's Maritime Administration (MARAD), and U.S. Department of Commerce's National Oceanic and Atmospheric Administration (NOAA).



Key Responsibilities:


  • Conduct economic and regulatory impact analyses of policy and rulemaking initiatives that address offshore oil and gas, renewable energy, and other mineral resource development activities on the U.S. Outer Continental Shelf (OCS).
  • Lead research, analysis, and writing of reports to support development of policies for offshore energy and use of the OCS, including mineral extraction, renewable energy such as wind, and carbon sequestration.
  • Apply subject matter expertise and thought leadership on the costs and benefits of policies and regulations affecting various sectors areas, including energy, the environment, natural resources, and transportation. Advise high-level managers on the positive and negative effects of the different policies and policy options.
  • Conceive and design innovative analyses for a broad range of research tasks. Develop work plans and staffing assignments for conducting the research. Provide guidance and review and monitor work assignments to ensure high-quality project deliverables.
  • Supervise and conduct statistical and econometric analyses.
  • Lead modeling efforts, including the development of new models as well as the modification and/or application of existing models.
  • Draft reports and deliver presentations to convey key findings to clients and external audiences.
  • Participate in business development activities such as proposal writing.
  • Mentor, coach, and supervise junior and mid-level staff.




    Minimum Qualifications:


    • Master's degree in Economics, Public Policy, Engineering, or related fields; Ph.D. preferred.
    • 7+ years of applied research evaluating Federal or State government programs.
    • Economics or engineering related experience in the offshore energy sector (oil and gas and/or renewable energy).
    • Understanding of the Federal rulemaking process and experience conducting regulatory impact analyses, benefit-cost analyses, and/or program evaluations for public sector agencies.
    • Strong quantitative analysis skills and demonstrated experience in developing statistical/econometric models.
    • Proven track record in leading and managing research projects.
    • Excellent writing skills.
    • Excellent verbal and interpersonal communications skills.
    • Ability to think creatively and solve complex problems.

        Work Environment

        This position is remote, although local candidates may choose to work in Econometrica's Bethesda, MD office if desired and office space permits.



        The office is located in beautiful downtown Bethesda, MD. We are located at a Metro stop within walking distance of great restaurants and local fare. We have a typical office setting with a quiet-to-moderate noise level.
