Description: Markon is seeking an experienced Financial Resource Analyst to join our team and leverage their expertise to conduct budget execution and financial analysis. As a Financial Resource Analyst, you will regularly interface with Directorate leadership, technical subject matter experts (SMEs), and the Center's financial and budget staff to manage and track the program's execution status and gather information for BCRs. Additionally, you will be actively involved in document and quality control, facilitating the understanding of the program's resource requirements, briefing the program's financial status, and providing recommendations to leadership and other stakeholders. In this role, you will have the opportunity to contribute to the development of new business engineering processes in order to improve integration of the portfolios and programs under this Directorate. Your responsibilities will include the following: * Coordinating with stakeholders on financial tasking * Preparing and delivering executive-level presentations to senior leadership on the program's financial status during program management reviews (PMRs) * Providing input to leadership on business process improvements * Developing spend plans, and allocating and executing funds according to spending priorities * Working closely with project managers to define requirements and justifying financial needs * Analyzing the program's execution and tracking expenditures against available budget * Providing regular status updates to leadership on the financial status and recommending solutions and strategies * Gathering information for, and tracking BCR packages and Economy Act Transfers Job Requirements Required * Active TS/SCI with Poly * Education and relevant experience: * High School Diploma/GED and 12 Years of experience * Associate Degree and 10 Years * Bachelor's Degree and 8 Years of experience * Master's Degree and 6 Years * PhD and 4 Years of experience * 3-5 years of experience working within an IC Agency, preferably ODNI * 5+ years of experience with budget execution * Forward leaning and high attention to detail skills * Ability to be strategic and build consensus with disparate groups * Demonstrated use of Microsoft Office products, including Excel and PowerPoint * Experience with BASIS or COGNOS-based applications * Understanding of Federal Appropriations Law Travel 0 - 10% Location Bethesda, MD - Bethesda, MD US (Primary) Education Bachelor's Degree Job Type Full-time Career Level Experienced (Non-Manager) Category Finance Exemption Type Exempt Date Needed By Security Clearance Top Secret/SCI with Counter Intelligence Polygraph
